A commercial organization registered in accordance with the Russian legislation in a municipal entity, where a SEZ is located, which have concluded with the managerial bodies of the SEZ an agreement on industrial and production activities in such manner and on such terms and conditions as stipulated by the Federal Law of 22.07.2005 No. 116-FZ is recognized as a resident of an industrial and production SEZ.
A resident of an industrial and production SEZ shall have right to conduct within the SEZ only such industrial and production activities as defined in the agreement on industrial and production activities. Industrial and production activities are recognized as manufacturing and or processing of goods (products) and sales there of.
Requirement for the SEZ residents:
Scope of capital investments in the project shall be at least 120 mln. rubles (with the exception of intangible assets). At least 40 mln. rubles shall be invested within three years upon the agreement execution.
Procedure for the obtainment of the SEZ resident status
The applicant shall submit the pack of documents to JSC "SEZ" or the branch office of JSC "SEZ" in Samara region.

The project is reviewed by the Supervisory Board of the Special Economic Zone
The project is submitted for consideration to the Supervisory Board of the SEZ.
The Supervisory Board of a special economic zone is established to coordinate activities of federal executive bodies, public executivebodes of the Russian constituent entities, the executive and managerial body of municipal entity, economic entities engaged in the development of the special economic zone, control of the performance of agreement on the establishment of the special economic zone, appropriation of budget funds allocated for territorial development, as well as consideration and approval of perspective plans for the development of special economic zone.
The procedure of establishing and termination of activities of the Supervisory Boardis set forth in the agreement on the establishment of a specialeconomic zone.
Composition of the Supervisory Board of SEZ "Togliatti"
The applicantshall present their business plan to the Supervisory Board. The Supervisory Board shall issue recommendations on the conclusion of Agreement (as might be necessary, the applicant amends the businessplan).
The project is reviewed by the Expert Board of the Russian Ministry for Economic Development
After the Supervisory Board session, copies of all documents as well as there solution of the Supervisory Board are forwarded to JSC "SEZ" for consideration by the Expert Board of the Russian Ministry for Economic Development.
The applicant shall present their business plan to the Expert Board. The Expert Board shall review the business plan of the applicant and pass resolution on its approval or refusal.
Expert Boards on industrial and production, technical implementation, tourist and recreation and port-based special economic zones are established for the expert assessment of the business plans of companies applying forthe status of SEZ resident.
Expert Board soperate on regular basis, these are collective consulting and expertbodies of the Russian Ministry for Economic Development.
Members of the Expert Boards are representatives of the Russian Ministry for Economic Development, executive bodies of the constituent entities of Russian Federation, JSC "Special Economic Zones", scientific and other organizations, independent experts.

The Russian Ministry for Economic Development concludes with the applicant, which applies for the resident status, agreement for activities in the special economic zone
Providedthat the project is approved by the Expert Board, the Russian Ministry for Economic Development shall conclude the Agreement onindustrial and production activities
